Seit dem Zusammenbruch der Sowjetunion sind für Ethnologen die sozio-ökonomischen Transformationsprozesse in den einzelnen Regionen von besonderem Interesse. In vielen autonomen Teilrepubliken waren die jahrhundertealten Strategien des Umgangs mit knappen Ressourcen durch zentralisierte und vereinheitlichte Verordnungen, oft der Verstaatlichung, abgelöst worden wie sie die Theorien des Marxismus-Leninismus gefordert hatten. Dies führte zum Zusammenbruch oder zur Veränderung zahlreicher 'traditioneller' kulturspezifischer Wirtschaftstraditionen - nicht zuletzt bei all denjenigen Völkern bei denen eine mobile Weidewirtschaft das Leben gesichert hatte. Die zentralistische Steuerung mit ihren Institutionen brachte für diese Völker nicht nur Vorteile, wie eine besserer Versorgung im Krankheitsfalle, Schulen und einen geregelten Absatz für ihre Produkte. Viele der neuen Verordnungen brachten auch Nachteile für die Herdenhalter. Beispielsweise führten die Einschränkungen der traditionell flexiblen Mobilitätsmuster und ökonomischen Strategien, die als Anpassungen an die klimatischen Schwankungen und damit regionalen Fluktuationen der Weidequalität gesehen werden können nicht selten zur Degradation weiter Gebiete. Des weiteren waren in vielen dieser Regionen Bodenschätze gefunden worden deren Abbau, zumeist ohne Rücksicht auf den Lebensraum der dort ansässigen Menschen, betrieben wurde. Dies führte besonders in den nordwestlichen sibirischen Republiken, mit ihren große Ölvorkommen, zu katastrophalen Veränderungen der Umwelt was den dort lebenden rentiethaltenden sowie sammelnden und jagenden Völkern das Überleben erschwerte. Nach dem Zusammenbruch der Sowjetunion hatten nun viele dieser Völker die Möglichkeit sich neue zu organisieren; sie konnten sich bemühen einige der Institutionen wieder zu beleben, die früher von Vorteil waren und weiterhin auch den Versuch unternehmen all diejenigen neuen Institutionen beizubehalten, die sich als zweckmäßig erwiesen hatten. Für die Khanti und Nenzen der nordwestsibirischen Regionen der Jamal Halbinsel mit ihren Ölvorkommen entstanden daher neben den Problemen einer extremen Umweltverschmutzung und -vergiftung durch die unsachgemäße Förderung des Erdöls nun zusätzlich, durch den raschen Verfall der Ökonomie Rußlands und der Abschaffung der sozialistischen Institutionen auch die Probleme der Anpassung an die Entwicklung hin zu einer Marktwirtschaft. Die Arbeit von Stammler, der sich in mehreren Reisen mit diesen Transformationen beschäftigt hat beschreibt dieses Probleme vor dem Hintergrund der Geschichte und der 'traditionellen' Ökonomie der Rentierzüchter und analysiert dann auf der Basis moderner Transformationstheorien die rezenten Geschehnisse. Die ersten Kapitel führen in die Geschichte der Region und das Leben der Khanti und Nenzen ein, befassen sich mit ihren Sprachen, ihre soziale und politische Organisation, sowie mit ihren wichtigsten wirtschaftlich Aktivitäten. Weiterhin werden die administrative Gliederung und die Bedeutung des Gebietes für die Gesamtwirtschaft Rußlands dargestellt. Der zentrale Teil der Arbeit beschreibt dann die unterschiedlichen Formen der Landnutzung der beiden Gruppen, um dann die Auswirkungen der Industrialisierung auf die beiden Völker zu schildern. Weiterhin stellt die Arbeit als eine der ersten die Transformationsprozesse in einer nordwestsibirischen Region nach der Auflösung der Sowjetrepublik dar in der nach der Privatisierung sowohl die wirtschaftlichen Strategien als auch die der Vermarktung, die bisher staatlich organisiert worden war, nun in Eigenverantwortung durchgeführt werden muss.

Youth are usually not (yet) decision makers in politics or in business corporations, but the sustainability of Arctic settlements depends on whether or not youth envision such places as offering opportunities for a good future. This is the first multidisciplinary volume presenting original research on Arctic youth. This edited book presents the results of two research projects on youth wellbeing and senses of place in the Arctic region. The contributions are united by their focus on agency. Rather than seeing youth as vulnerable and possible victims of decisions by others, they illustrate the diverse avenues that youth pursue to achieve a good life in the Arctic. The contributions also show which social, economic, political and legal conditions provide the best frame for youth agency in Arctic settlements. Rather than portraying the Arctic as a resource frontier, a hotspot for climate change and a place where biodiversity and traditional Indigenous cultures are under threat, the book introduces the Arctic as a place for opportunities, the realization of life trajectories and young people's images of home. Rooted in anthropology, the chapters also feature contributions from the fields of sociology, geography, sustainability science, legal studies and political science. This book is intended for an audience interested in anthropology, political science, Arctic urban studies, youth studies, Arctic social sciences and humanities in general. It would attract those working on Arctic sustainability, wellbeing in the Arctic, Arctic demography and overall wellbeing of youth.

Desire for what is good—and for a good life—is one of the human universals spanning across all societies and cultures. Yet, how people imagine a good life differs significantly according to the individual, and it also depends on numerous social, political, cultural, economic and geographical variables. In this book we explore what a good life looks like for young people in a place that, at first glance, may appear difficult or hostile for human inhabitation: the Arctic region. The Arctic is often portrayed in popular and scientific literature as a frontier characterized by the catastrophic impacts of a changing climate and resource extraction. This adds to the image of the Arctic as a region that is ill-fit for human wellbeing and emplacement, where outmigration should be the default goal of the young generation. In a globalized world, however, youth have more choices than ever where to emplace themselves and how to realize their dreams. This introduction focuses on three principal questions from a theoretical vantage point rooted in the anthropology of wellbeing. What affordances does the Arctic offer for a good life as young people make their choices? What can empirical evidence from working with young people in the Arctic contribute to our general understanding of wellbeing as a concept in the social sciences? Which factors make Arctic towns attractive as places for youth to realize their dreams in life? Какие именно подходы к управлению ресурсами и территорией существуют у коренных народов? В чем эти подходы отличаются друг от друга? В статье дается анализ отношений двух народов к управлению природными ресурсами на своей земле в условиях наличия общего регулирования российским государством, которое принимает законы, основанные на экстрактивизме. На материале полевых исследований показана ценность изучения традиций лидерства и того, что мы называем «тягой к государственности» у якутов-саха и ненцев. Мы анализируем, почему народ саха старается обеспечить свое участие в освоении Арктики через принятие региональных законов, в то время как ненцы, наоборот, сосредоточены прежде всего на решении проблем в отношениях с промышленностью, которые непосредственно касаются ведения их оленеводческого и рыболовного образа жизни. Это становится понятным, когда мы учитываем историю специфического социального строя каждого народа и его традиционные институты руководства. В ходе сравнения раскрывается неожиданно богатое разнообразие практик управления природными ресурсами в «этнической» Российской Арктике, сосуществующих в общих рамках единого правового пространства, созданного законами о деятельности добывающей промышленности в Российской Федерации.

The Arctic remains of great interest for extractive industry development, despite fluctuating mineral and hydrocarbon prices, and the technological and political challenges of accessing these resources. The articles in this special section explore the realities of living close to extractive industries in the Arctic; the expectations surrounding extractive projects; the nature of local and distributed benefits; and the extent to which local knowledge is incorporated into public debates. In this introduction, we consider how an 'extractivist' logic can stifle other ways for local communities to imagine the future, contrasting this with local perspectives based on sustainability and co-existence with nature. Where industrial activity takes place, local involvement in shaping an industry's 'social licence to operate' offers a counterbalance to an 'extractivist' imperative, by focusing more on equitable benefit sharing and protection of local livelihoods and the environment. We conclude that rights holders and others directly affected by industry operations can use their own knowledge to ensure that decisions are sensitive to longer-term sustainability risks, and that alternative development options are adequately considered. An empowered local civil society also has an important role in ensuring extractive industry operations are environmentally sound and compatible with existing local livelihoods.

In comparison with other Arctic regions, Russia's Arctic is considerably more densely populated. This is the result of a population policy that served industrialisation first and foremost. In the Soviet Union, deportations, subsidised resettlements, and the sedentarisation of nomads were the instruments of this policy. Today, Russia is pursuing other political and economic goals and is trying to disband unprofitable settlements in the north. However, the process of settling people back to sub-arctic zones is encountering resistance.
